В 1971-1981 гг. заменяла банковскую ставку (bank rate). В это десятилетие была минимальной ставкой, по которой Банк Англии ссужал деньги дисконтным домам (discount houses). Тогда этот показатель публиковался официально. Нынешняя базовая ставка (base rate) носит менее формальный характер. Когда в 1981 г. правительство временно приостановило действие минимальной ссудной ставки, оно зарезервировало за собой право ввести ее вновь в любое время, что и сделало на один день в январе 1985 г.
